issues
'operators': The default-free zone generally applies to the networks (and their constituent routers), not the human operators of said networks.
'peering': there is no requiosite for levels of peering nor geographic scop. running without default is just running without default.
'upstream/core': wildly disagreed. we should avoid the whole marketing garbage about tier1 hoo-hah, but those are the only ones who represent themselves as a 'core'. I've run a default-free network for quote some time, and the topic is completely orthogonal to any transit suppliers, etc.
I reworked the text to eliminate these issues, hopefully without introducing more.
